you must first defeat the avatar for it to appear on the licence board.
if you follow only the main scenario, you will be able to licence five avatars.

to use an avatar, you must have at least one mist cartridge full of mp left.
(refer to the mistnacks page for more info on mist cartridges.)
when you summon an avatar, the summoner and avatar will fight alone for a while.
note that the avatar will not necessarily stay until the end of the battle.
